The Animal Welfare Act and Animal Welfare Ordinance

All dog owners must comply with the general laws that apply to keeping animals. The second paragraph of the Animal Welfare Act states: “Animals shall be treated well and protected from unnecessary suffering and disease.”

In addition to the Act, there is the Animal Welfare Ordinance, which states that “Breeding with such an aim or direction that it may cause suffering to the animals is prohibited.”

All breeding and rearing must comply with the Animal Welfare Act and the Animal Welfare Ordinance. All dog owners must also be familiar with the Swedish Board of Agriculture’s regulations on the care and supervision of dogs.

Regulations from the Swedish Board of Agriculture

The Swedish Board of Agriculture is the government authority that develops detailed rules and ensures that the Animal Welfare Act is followed. Its regulations set out what applies to breeding and keeping dogs. For example, it is not permitted to use a dog for breeding if it suffers as a result, or if there is a risk that the offspring will inherit diseases or disabilities. The Board also provides information on the care and supervision of dogs (and cats), what applies when you travel with a dog, what to do if the dog becomes ill, and much more.
